CANMAP HAWLEY 2011 PLANNING SCHOLARSHIP
Canmap Hawley are delighted to announce that the recipient of the Canmap Hawley 2011 Planning Scholarship is Mary-Rose Aislabie of Rotorua.
Mary-Rose is studying towards a Bachelor of Environmental Planning with a specialisation in Coastal Waters at Waikato University and has been gaining work experience in our office since April 2011. She has shown a keen interest in resource management and planning and we have found her to be a worthy recipient of the scholarship.
This scholarship comprises a study grant and an internship/work experience.

ROTORUA DISTRICT PLAN – GET INVOLVED!
The Rotorua District Council has received over 300 submissions to the Draft District Plan. These submissions can be viewed on the Council's Fresh Ideas website - please see link at the end of this article.
The District Plan, once operative, affects what you can or cannot do on your land. Remember, this also applies to your neighbours. The District Plan, once finalised, is unlikely to be reviewed again for another 10-20 years. It is important to get it right!
Council officers are now summarising the submissions for consideration by the elected members. A revised draft will then be prepared with some opportunity for more informal feedback on specific chapters – expected to be March 2012. All this will then feed into the Proposed District Plan. At that stage the Proposed District Plan enters the formal stages under the Resource Management Act 1991.
Council anticipates notifying the Proposed District Plan in August 2012, at which time formal submissions may be lodged on the Proposed District Plan.
Canmap Hawley's planners and surveyors are engaged in the review process and are up to speed with the Draft District Plan and the policy direction. We will be happy to discuss how this may affect you.
We recommend that between now and March 2012 you get involved and have a say in the future shape of this great city and district.

The Rotorua District Council has released the Draft District Plan for comment. The District Plan, once operative, affects what you or your neighbour can or cannot do on their land. It is important to get it right!
Canmap Hawley's Planners and Surveyors are up to speed with the Draft District Plan and would be happy to discuss how this may affect you. Council is accepting comments until the 27 May 2011.

Canterbury Landowners - Surveyors Likely to be Busy
PRESS RELEASE - Mark Dyer, President, NZ Institute of Surveyors:
"Canterbury landowners wondering whether they own more or less land now as a result of the earthquake need not be too concerned, according to the President of the NZ Institute of Surveyors, Mark Dyer.
The good news is that the land title system anticipates that New Zealand is a country on the move, and while there is no doubt the Darfield - centred earthquake has presented enormous challenges, Surveyors are well placed to ensure that boundary disputes will either not arise, or if they do, will be readily resolved.
In most cases where a boundary is easily identified - because of boundary pegs and marks, or where structures such as walls and fences were built on boundaries - it can generally be taken that those walls and structures will still be on those same boundaries. Where a fault runs across a boundary, the matter is more complex.
Surveyors will use their judgement to analyse the physical evidence and determine the correct position of the boundary based on principles of land law, according to Mark Dyer.
This is why New Zealand does not have a 'co-ordinate cadastre' where one could use a GPS to navigate to a theoretical property corner. Over time, and following dramatic shifts in landform, the co-ordinate will no longer relate to the accepted boundary on which fences and buildings are constructed. Instead, we rely on physical monuments such as boundary pegs and witness marks, which tend to move as the land moves.
For every survey an official record of the Surveyor's work is lodged with Land Information New Zealand, and based on this record, the Crown will continue to guarantee land title.
It is critical that assumptions are not made when the boundary is not clear. Only a licensed cadastral surveyor can carry out these surveys. Landowners and builders can contact the NZ Institute of Surveyors who will assist them to find a professional surveyor."

Cadastral Survey 2010 Rules - September 2010
Survey focus group looks at new rules -
Earlier this month, LINZ hosted a survey focus group to explore issues surveyors are facing while implementing the new Rules for Cadastral Survey 2010.
Nick Davies from Canmap Hawley requested attendance at this session was due to the many and varied (some quite complex) surveys that he has prepared using the new Cadastral Survey Rules 2010.
Nick was invited to join ten other surveyors from around the country and share his experiences in the one-day session.
LINZ reports that “valuable feedback was collected on a variety of topics.
Discussions included:
• the intent and interpretation of the Rules
• channels used for communications,
• format and styles used in these communications, and
• how surveyors are applying the Rules during a typical working day.
Feedback received during the session is currently being analysed. During the next few weeks, LINZ in consultation with NZ Institute of Surveyors will be putting actions in place to assist surveyors in areas they have been finding problematic.”

UCI Trials World Cup Series – Rotorua 2009
Canmap Hawley Ltd is proud to have been involved with the UCI Trials World Cup round in Rotorua. The final round of the World Cup series was held in the Rotorua CBD in September 2009.
Canmap Hawley was the official Surveyor and Cartographer for the event providing spatial solutions and site maps to aid organisation, as well as helping out with the organisation of a very successful international event.

1:50,000 Topo50 Map Series
Land Information New Zealand (LINZ) has recently revised and relaunched the 1:50,000 topo map plans used in New Zealand. The new Topo50 map series uses different coordinates (latitudes/longitudes) than the previous plans resulting in approximately a 200m change in position. These new coordinates are based on the New Zealand Geodetic Datum 2000.
The change brings New Zealand maps into line with international standards and technology such as GPS creating an easier transition for overseas travellers and New Zealand users. The new maps also feature updated information on features such as Department of Conservation huts and tracks. Emergency services will be using the revised coordinates from now on.

World Single Speed Championship
World Single Speed Championship – Rotorua 23 October 2010
After winning an unusual bidding process involving karaoke and basketball Rotorua will now host the 2010 Singlespeed World Championships. Following on from the success of UCI Mountain Bike & Trials World Championship in 2006 and the more recent UCI Trials World cup round of September 2009 this proves that New Zealand and, specifically, Rotorua is a world class biking location.
Canmap Hawley congratulates the New Zealand bid team and will be supporting this event in every way we can.

New Zealand Vertical Datum 2009
New Zealand Vertical Datum 2009 (NZVD2009)
New Zealand has recently implemented a new nationwide vertical datum. Previously heights were based on 13 major local datum derived from mean sea level (MSL). These tidal observations were made at tide gauges at different locations and transferred by precise levelling to bench marks around the country. Due to the differences in MSL in different places there were sometimes significant discrepancies between adjacent datum.
The new NZVD2009 encompasses the entire country and is consistent with NZGD2000 coordinate system used for cadastral work and now the new Topo50 topographic plans put out by LINZ. It also relates directly to GPS datum WGS84 increasing its usefulness and cross-compatibility.
LINZ is no longer maintaining (or at least to the same degree) the network of benchmarks established by precise levelling techniques. These provided precise orthometric heights and were ideal for engineering and earth deformation monitoring purposes. Care must be taken when using NZVD heights for precise purposes.

Rotorua District Plan Review
Rotorua District Council is undertaking a review of the Rotorua District Plan. Councils are required to prepare a District Plan under the Resource Management Act 1991. The District Plan is the principal document that manages land use and development – i.e what you can and can’t do on your land. It contains rules that may affect you if you are making improvements to your land, for example constructing a building, subdividing your land etc. Importantly, it also affects what your neighbours and public bodies may do.
Council has been reviewing the District Plan since 2007 (refer www.fresh-ideas.co.nz). Council has undertaken various technical reports that will influence the shape of the District Plan. While Council has decided not to release these reports to the public at this time, Council has released two draft chapters – “District Overview and Issues” and “Land Suitability and Subdivision “Chapters.
Canmap Hawley’s Planner Jason Ward says that “now isn’t the time for complacency, the residents of Rotorua need to understand that these rules will affect how land is managed and developed for at least the next 10 years.”

Fergus Cumming Retirement
Fergus Cumming retired from Canmap Hawley at the end of March 2009. His boots will be hard to fill but he has left the Company a more knowledgeable and wiser place. The team is sad to see him move on and we thank him for all he has done over the years.
Projects previously led by Fergus are in the capable hands of Nick Davies and Mark Dyer, who have been working with him on all those projects so the transition is seamless.

Guinness World Record
Canmap Hawley Limited to Certify World Record Attempt.
In September 2008 an attempt was made by Mid Island Gymnastic School (MIGS) in Rotorua to break the Guinness World Record for the Longest Distance Travelled in One Hour by Forward Roll. MIGS, with support from the Rotorua District Council set up a nominal 15m-sided square using gymnastic floor mats on which each team member would roll one side each. There were 12 team members initially, each rolling a side in less than 6 seconds and then only waiting for 70 seconds before rolling again.
Canmap Hawley Limited was requested to provide certification of the total distance travelled. This involved the accurate measurement of the four sides of the square prior to the start and then the measurement of the part distance along that side partially complete when the 60 minutes was complete.
Canmap Hawley Limited was able to call upon its rigorous ISO: 9001 Quality Certification to provide measuring equipment with a traceable calibration. Our certified Measurement Procedures provide redundancy and cross checking to satisfy the requirements of the Guinness World Record Administration.
MIGS broke the record by a whopping 1091.5m to create a new world record of 10183.9m. Guinness World Records have confirmed this new record.

Pig & Whistle NZ Singlespeed Championship
This is an event rapidly gaining in popularity and is billed as ‘one day..one gear….one champion’. The eclectic bunch of cyclists complete 40+km off-road in Rotorua’s Whakarewarewa Forest in one gear, penalising themselves with the main sponsor’s brew for any “shortcuts”.
Canmap Hawley was a sponsor for the first New Zealand Singlespeed Championships held April 2008 and provided two of the 220 participants. This year we were involved in sponsorship and support again. This event was held on April 25th 2009.

Te Puia
Canmap Hawley were involved with Planning and Surveying services to Te Puia for the new cultural complex. The NZ Institute of Architects awarded Creative Spaces - Te Puia's Architects an award in Tauranga recently. This award is a reflection of the contribution of every member of the project team of which Canmap Hawley were a part of. Rotorua Museum - Community Support
The Centennial project aims to complete the museum as was planned in the original drawings some 100 years ago. This requires the additions of a west and east wing.
Canmap Hawley is continuing its commitment to the Rotorua Community by providing professional surveying services for the Rotorua Museum Centennial Development.
The east wing was completed on time in 2008 and the west wing is underway. Canmap Hawley surveyors set out the new wing.

Diesel Speed Record Attempt
Canmap Hawley were the official Surveyors for the Goudies Road diesel truck speed record attempt earlier this month. The truck was a 1600-horsepowered Panoz driven by Shane Chapman of Auckland.
Canmap Hawley certified the distance on Goudies Road for the attempt, which unofficially equalled the record - 232km/h with the rules stating he had to beat it by at least 3% before the record can be recognised. There was a bit of trouble with the engine overheating which automatically shut down the horsepower, so the record attempt failed. |

Rotorua Built Heritage Study
Canmap Hawley is part of the Project Team to undertake the built heritage study for Rotorua's Central Business District. Working as part of an expert team comprising Heritage Architects Matthews & Matthews Architects, distinquished historian Don Stafford, historical reasearcher Lyn Williams and Landscape Architect Rebecca Skidmore, the project will develop a comprehensive and up to date inventory of built heritage within 'Rotorua's CBD' and identify methods for effective future protection and management.

Pyes Pa Hairpin Road - Award
The realignment of the Pyes Pa Road - Rotorua to Tauranga Hairpin, has been officially acknowledged by Roading New Zealand with a Roading Excellence Award. The Shell Bitumen Supreme Award for "excellence and best practice" in the roading industry was jointly earned by the Contractors for this project. Canmap Hawley were the Surveyors undertaking the set out and as-builts for the $1.5m project. Canmap Hawley worked under testing conditions and were able to respond efficiently and timely throughout this project.

Te Puia Redevelopment Project
Canmap Hawley provided Planning and Surveying services to Te Puia for the $23m dollar redevelopment project. Te Puia is formally known as the NZ Maori Arts & Crafts Institute and is located in the Whakarewarewa Thermal Valley.
We worked closely with a diverse team of consultants. The NZ Institute of Architects awarded Creative Spaces - Te Puia's Architects an award. Harry Street, Design Director of Creative Spaces said, "This award is a reflection of the contribution of every member of the project team, and we can all take credit for this success."
The new development now provides a world-class visitor experience, incorporating geothermal (Pohutu Geyser and mud pools), cultural experiences and Maori arts and crafts. The opening was attended by the Prime Minister
